Is my site in the queue?
Do I resubmit?

Would appreciate advice as to what to do.

It looks like the error message was talking about a real error, the site is not awaiting review in that category.

You should go ahead and resubmit it.

I tried again but got the same error message. I think it doesn't like my ip address or something.

There is every possibility that, while the major upgrade is going on, the problem is on the ODP end, and not yours.

Please wait a few more weeks for things to calm down, then try again.
