No, John, many of us just edit at higher levels, so we have access to edit in that category. For instance, I started out editing in one small city, but, now I edit at the US level, so, I have permissions to edit in every part of the United States, in all localities, counties, regions, metros, and state levels.
As you get higher/wider editing permissions, you can edit in everything below that also. In fact, I just edited in several different localities, in several different states just this morning, most of which had no current resident editor.
As you might imagine, a lot of site suggestions are available to me, and it takes time. That's why every one of us would be tickled to death to have new editors join us, but, we have to be extremely careful in selecting the honest ones, not the wolves.
And, becoming an editor is only the start of an on the job training program, the more you learn and desire to work, the faster you can be granted further editing permissions, as you request them and show that you can be trusted with the responsibility.
