Submit a site

I have read the instructions (many times) but still fail to get any kind of form where I can submit my site.
I have gone to the website dmoz.org
Selected category - Health
At the top of the page (or anywhere else) I cannot find the 'suggest url' - as specified in the instructions - "go directly to that category on dmoz.org and then click "suggest URL." ".
If I go into Suggest URL on the dmoz.org site it just takes me back to the instructions. I am dizzy from going round and around - please help me get where I need to go.
Please can you advise or send me a direct link to access so that I can submit my website.

Find the most specific category that encompasses the majority of your site. http://dmoz.org/Health/ is certainly not it.

The "Suggest URL" is turned off in certain categories where we do not accept submissions. You need to find a better fit.
