Can i submit bilingual site in different categories(russian in Web/rus and Enlish in another)?

Yes, you can submit a bilingual site to each language.

As long as the links to the various languages are clear, please submit your main url to each language, rather than a link to a language specific subsection. We prefer to list the same main url in each language for quality control.
