Submiting to a category with no editor?

Hi, i've been submiting my site once every two months to a specific category but it doesn't look like there is an editor. It only says "Become an Editor" where it should give the editors contact email. So, my question is that if someone submits to a category where there is no editor, does it get reviewed?

Please read the submittal policies also. Submitting once is OK. Submitting once again after two months is OK. After that, it stops being helpful and starts being pestilential, OK?

I think he means defiinition 3, although I'm not entirely sure.
