Submition to business and Regional category

When submitting site to Business category:
Business: Arts and Entertainment: Photography: Photographers: Wedding and Events: North America: United States: California

I have read that : Photography businesses can also be listed in Regional.

So, can I submit my web site to BOTH categories? The general submition rule says : DO NOT submit web site to motre then one category.
