Submitted 6 months ago, should I resubmit, has it been rejected?

I submitted my site 6 months ago to the same category as which my previous site was resident. The new site is a duplicate (in concept, but not in name) to the previous site, thus I felt this was the appropriate category. My new site has not been accepted, or it has not come up for review, I am not sure. Should I resubmit the site? If it is rejected do you notify the submitter? I have heard that resubmitting is not a good thing?

No, there won't be any notification: if a site suggestion proves to be a total waste of our time, we don't waste more of our time telling the source off.

Check out the submittal policy, which gives the best advice in either case. (That's another reason why there is no point in asking or telling which case applies.)

What would be the point in listing two websites with the same information content (even if the words are different)?

Sorry for the confusion. I had to sell my stake in my previous company and I put up a new company under my own control under a similar concept. It is two different companies and website. The point I was trying to make is that DMOZ accepted the first company website for which I initiated the request to DMOZ in 2004, but so far the new company/website has not been accepted or reviewed (not sure). Should I resubmit or wait a bit longer?

As was previously mentioned, I would suggest reading up on the Site Suggestion Instructions for more information. (especially the "Procedure After Your Site is Submitted" part ;) ).

There is no reason to resuggest the site unless the content has significantly changed or it was mis-suggested to the incorrect category in the first place (doesn't sound as if the second one is the case) because the intial suggestion doesn't expire. It will continue to wait until an editor preforms a review and then takes the appropriate actions. And really 6 months isn't that long in dmoz terms for review (depending on the category of course), especially given that editors have been unable to log in to edit for the past month.

One resuggsestion of the URL (when the submit URL form is back up and running) wouldn't cause to much trouble but it would replace any existing suggestions already waiting. Editors are not required to review sites by suggestion date but some do, if the editor reviewing the category decided to review by suggestion date the new suggestion would sink to the bottom of the review pool.
