submitting a site

call me stupid but where do I go to submit a site.
The insturctions say to click 'suggest URL.' But when I click that it brings me back to the same page.

You find the category in dmoz.org that you think your site best fits in and then look at the top right of the category and click on the link that says "suggest URL" and go from there. Make sure you are at dmoz.org - if you are at Google or another data users site it should work the same way but if you are having problems you want to go to dmoz.org and work from there.

In addition to that: If you are directed to the general site without any possibility to suggest a site, you should choose a more specific category. Site-Suggestions to very broad categories are no help to us, so we disabled that feature for seeral categories.
