You will see some sites where deeplinked pages have been listed individually. These are sites deemed of exceptional value and are added by editors or DMOZ Staff. In other words we can choose to link to individual pages but you cannot suggest them. The BBC, CNN, IMDB, Lonely Planet are the type of site involved - hugely comprehensive, maintained and added to around the clock, the A-list of websites globally. The clue here is that a site that is so rich in content that we routinely list individual pages is likely to be more popular than DMOZ in its own right, therefore has no need of DMOZ listings, and so never submits anything. Ironic isn't it. Until you realise that we list such pages for the informational value - the needs of our users (the web surfers of the world) come first, webmaster promotional needs don't figure at all.
There are few exceptions to these general rules. Academic papers might be one but I can't readily think of any others. Certainly no commercial sites that are not on a par with the likes of IMDB.
