Submitting *.pdf resources?

There are a lot of interesting pdf-documents around the web (especially offering (semi-)scientific contents). So far I haven't seen any pdf-document listed in the ODP. Is it OPD policy not to list such resources?

We do list them; our policy is to prefer to list an HTML version, or an HTML page that links to the PDF resource, if at all possible.
