Submitting to a category with no editor

So wanted to get something clarified, if a category has no editor listed does that mean no one will look at that til it does get an editor? Or do some editors check categories they aren't listed as editors for?

I noticed the category I submitted my site for does not have any editors all the way up the root.

Might help to to post the FAQ at the top of every forum too, I know I wasn't looking at the links at the top, I was looking within the forum area. I'm actually impressed that it was in there, usually FAQs are horrible places to find relevant help.

The link to the FAQ is in the menu bar of every forum page as far as I know.
