Suburban listings in city category

Can the suburban urls list in city category?

We list in the smallest legally defined geographic area where the storefront/office/whatever is. If it is in an incorporated suburb, then there; if not in an incorporated area, in the county/township/whatever.

Exceptions are absolutely not made for webmaster requests.
