Suggest website

I tried to suggest our website almost a year ago with no success so far. We follow every step to create appropriate submission but funny thing is that other similar websites were already listed despite the fact that their website were suggested later (we get that info directly from site administrators).

Even though ODP is volunteer organisation looks like their are double standars...

The suggestion is sucesfull when you get the confirmation on screen.
The process after the suggestion is something you have no control over.
Editors can use the suggestions to build a category but they are not obligated to use them.
They can also process the suggested websites in any order they prefer. We have no FIFO process.
As a result websites recently suggested can be listed before websites suggested a long time ago.

To add, just one suggestion is sufficient - they are stored until review - continuing to suggest a site multiple times can get you labelled as a spammer.

Is there any way for those suggesting a site to know if the submission has been reviewed or not?

No. From experience we have learned that such knowledge is not needed.
Everybody can know before suggesting a website it that website will be listed or not. Just read the guidelines.
If a website will not be listed than there is no need to tell the person that waisted our time by suggesting that website.
If a website is listed than everybody can see the listing and there is no need to tell anybody.
If a website is not listed and is listable than it must be waiting review, no need to tell anybody.

So lets say I got website/blog about sport in general with my contact information on it (name, email,...). Competitors in the same niche could check if our site is listed and if it's not they can ensure that by suggesting our site multiple times, so we are labelled as a spammers.

This would be against our conflict of interest guidelines, and would count as abuse, which we take very seriously (a report system is linked from each category) - That said, many reports turn out to be that no editor is working actively in the category concerned rather than being biased or abusive.
Also, we are quite careful who we label as spammers, so I imagine there are relatively few false positives (but obviously nothing is impossible). :ph34r:
