I have been trying to submit my company's new website to this site for almost a month now. The problem is that what my company does (design and manufacture packaging for a wide variety of products) does not fall into any of the listed categories. I really would like to add the category of "manufacturing" or even more specifically "packaging" but I currently cannot figure out how to, since the link where you should be able to suggest a new category is still having technical difficulties. Any one have any ideas?

What link are you referring to here? Generally speaking there is no direct way for non-editors to suggest new categories. There may be an outdated reference or two in the documentation suggesting you email staff or an editor with your suggestion, but the former email address probably isn't read much, and the latter may not get through to an editor who's currently active in that area.
Just suggest your site to the category in which you think the new category you'd really like would be if it existed.
Since categories are created where there are sufficient sites on the same topic, you could speed up the creation of the category you really want by suggesting a handful of other sites that would also belong there to the same category. If you add something like "[suggest this goes in new XXX category]" (with the square brackets) to the end of the description, that might grab the reviewing editor's attention...
