Can anyone please tell me how to suggest a new category for the directory. I have looked on DMOZ for info, but can't find any (thats not to say I haven't missed it!). How long does it usually take for a new category to be approved (and shown on the site) or rejected, and would I be informed? Can I also apply to be an Editor of it? Thanks.

There is no direct way to suggest a new category.
New categories will be created if enough sites are available to be listed in it. Mostly after a few editors have discussed the need for such a category. Until that sites will be listed in the mother-category.

There is one way that it is possible for a new category to be created as a suggestion from "the outside".

Find at least 10 sites that could go in such a new category. Submit all but three of them to the category where you think the subcategory should be located, and then apply for that category using the last three sites as your examples, stating that you are applying for a new category, what it is to be called, and alert the reviewer to the other sites already submitted too.

It would be rare for this method to result in exactly what you are expecting, but if the sites are relevant and listable, then very little harm (to the directory) could come from that course of events.

I personally would advice against this proposed way. A much better way is to collect those 10 sites (I also think 10 is a good number to start with). Make an application for the "mother"-category but clearly state that the 3 sample sites with the orther 7 (maybe you could put these sites with titles and descriptions on a page of a domain you own) should be put in a new category and also clearly state why you think such a new category should be created.
I have seen a few new categories being created in this way.

That method works for me as well. I also thought about the possibility of doing it that way, but didn't want to overcomplicate my answer with multiple suggestions...

You should also make sure that the category you think should be created doesn't already exist or wouldn't be better placed somewhere else in the directory. Most of suggestions I've seen here or in editor applications have been for categories that were already there (just not where the person was looking) or didn't belong where the person thought it should be.
