I submitted an unusual site for evaluation and it has not appeared in the list.

When I submitted, I felt the existing categories were very conservative. Consequently, it was not possible to clearly identify a perfect category.

It is likely that the editors would experience a similar difficulty. What is the procedure for dealing with these cases?

If the editor reviewing yours (whenever that is) feels a new category is needed, they'll either create it or send it to the category where such a category would be created -- or the right category might already exist but not where you were looking.

As long as you've suggested the site somewhere close to where it might belong, you've done all that you can do.

Editors are always encouraged to ask for assistance if they have difficulty determining the best placement for a site. This applies to any site, whether it has been found by an editor, suggested to the directory by someone else, or even if it is already listed, but not in an appropriate category.
It is a very common situation, and the internal forums are frequently used for this purpose, by new and experienced editors alike. :)
