Yes: Volunteer to edit this category replaces the other one, since it describes the situation much better. Because of the HTML pages being regenerated only on a change, this process advances slowly.

My understaning was as follows. Let me know if it is correct/incorrect

This category needs an editor : People who are currently not editors of dmoz but are willing to assist , become volunteer editors may apply to edit this category.

Volunteer to edit : existing editors of dmoz willing to take up more category may apply to edit this category .

Not quite. This is in actual fact just simply the old message being phased out and the new message being phased in. However, the new message only propogates onto a category page when someone actually does any sort of edit in that category. Since there are 460 000 categories it will take many months for the new message to appear in each one.
