"This category needs an editor"

I submitted, some time go, a URL-change request to three categories. I checked them today and found that only one of the three has changed; of the other two, one category (/Society/History/By_Time_Period/Middle_Ages/War_and_Weapons/The_Crusades/) indicates "This category needs an editor". Will that URL not change until the category gets an editor? And as for the other category (which, apparently, has an editor), why might the URL not have been changed after all this time?

Incidentally, I resumitted both requests today, in case they hadn't gone through the first time.

Neither of the other 2 categories have a list editor which means any updates/submissions wait for either a higher level editor or an editall+ to deal with them. I've corrected those URLs.
