Three Sub-Catagory Sections

Is there a description, definition, or guideline for the three sections of sub-catagories that are under most catagories? How is it determined which section a sub-catagory is placed under? For example:

It's usually decided after a discussion among the editors, and its only real purpose is to attempt to logically separate out and group the subcategories.
