Hi,
As I have seen that It is really a bad thing to re-submit a website regularly for possible inclusion. Since it increases the no of listings to be reviewed. But is there any time limit till which one should wait, and in case after passing that time if the site is not listed one can re-submit the same site again?

When a site is suggested it is placed in a pool of websites.
There is only one option for the website to exit that pool. When it is reviewed.

So. A suggested website is either
1) listed after being reviewed - no need for a new suggestion
2) rejected after being reviewed - no need for a new suggestion
3) still waiting review - no need for a new suggestion

Of course that's what you tell us but I disagree. These are my replies to your answer.
1) If a website is already listed the webmaster (or others) can use the search feature. Very few people will submit when a website is already listed.
2) Websites change. When it can take 3+ years to get reviewed here a website could have been reviewed two years ago when it wasn't quality enough to be listed but it could be of quality now.
3) If we submitted 1.5 years ago we might want to resubmit because our website changed and the old description is no longer proper for the submission. Should we not submit and get our suggestions rejected for an improper description or should we resubmit?

pvgool am I right?

(Of course if I am you wouldn't want to make it very public because you'll get flooded with resubmits). I guess it's a lose-lose no matter what you answer

If a website is rejected because it does not meet our listing criteria, it is very doubtful that it would change enough to be reconsidered, unless the entire business model changed as well. If that were the case, a single resubmission to the most appropriate category would not hurt.

Should we not submit and get our suggestions rejected for an improper description or should we resubmit?
Sites are not rejected for improper descriptions. The reviewing editor rewrites most, prior to listing. However, sites suggested by someone who appears to have read the guidelines and then attempted to provide a compliant title and description might be looked at sooner than others. One additional suggestion in this case would not be a huge problem as it would simply overwrite the previous suggestion.

The fact remains that in the vast majority of cases, resubmissions do nothing other than overwrite an earlier submission - or in the case of multiple resubmissions, create additional and unnecessary work for the editors.

No, you are wrong.
ad 2. We do not review websites on quality (whatever that might be). Websites are mostly rejected because we do not accept websites with certain ways of doing business (mirror of other site, affiliated website etc). These websites can not change to make it listable without making it a completely different website. Different websites may ofcourse be suggested. Notice that website and domain name are two totaly different things (atleast for DMOZ they are different).
ad 3. Websites are not rejected because of a bad description. If that was the case we would have to reject 99.9999% of all suggestions. We just rewrite them based on the content of the website. And as we will not look in the past we will not know what was on the site when it was suggested. And we certainly can not look in the future. So we only base our review on the current content.

One extra suggestion to the same category won't do much harm.
Many extra suggestions to the same website may do harm, but only to enlarge the time between first suggestion and time of review.
Many extra suggestions of a rejected website or to many different categories might do a lot of harm. In excessive cases we can ban the person doing the suggestions and all of his websites. But that is not something we do easely.

I was curious about how much I should resubmit when I do not get a response.

It really seems like the safe bet is to spend the time to make my submission really strong and then let it ride on it's merit.

Thanks for the info.
