Topical listing (Main URL or Deeplink)

I was told by a Meta editor once that a site could have two listings one as Regional and one as Topical. Right now, my site is at a Regional directory. I would also like to be considered for

Does this mean one can submitt the main url or a deeplink for the second catagory? Please let me know how to proceed.

In the case of your specific site, I would say no, please don't submit deeplinks to Topical categories. The thin content of your subpages would make them inappropriate for deeplinking -- you primarily provide links to other sites and that is not the purpose of the category you mention (nor indeed the purpose of most of the directory).

Nuances here.

"May be considered for" -- not "may have."

A site may have regional focus, topical focus, or both. The guidelines for regional submittals are considered, regardless of whether the site may also have a topical listing, and the guidelines for topical submittals are considered regardless of whether the site already has a regional listing. The same URL (usually the site's home page) can (and should) be used for both. A similar qualification applies to bilingual sites, which may be "considered for listing" in both languages. Doesn't mean they'll actually get listed in either language...just that one listing won't preclude the other.

Deeplinking is a separate issue. It is reserved for "exceptional" cases. Someone has calculated that only about 1% of all sites are listed more then three or four times. It is courteous to ask (as indeed you are doing) whether a site is in that 1% before proceeding to submit lots of deeplinks.
