Tried to submit more than 10 times

I tried to submit our site, a genuine site that sells travel insurance in Australia more than 10 times over the past year, but there has been no response.

What do you mean with "tried to submit".
Did you get errors after you submitted the form.
Or did you get the confirmation screen.
If you suggested the same site 10 times (and did not get errors) you have not only not been reading the guidelines as we asked you to do but you also violated these guidelines. Did you read something like "suggest at site only once".
You must do 2 things. The first is to stop suggesting a site more than once and teh second is read the FAQ here at R-Z. It might answer a lot of your questions. A no, you will never get a response (except for the confirmation screen) after you suggested a site.

Submission

No errors when we tried to submit. They were all successful.

I have read the FAQ and the submission policy but it does not suggest anything else I can do.

Well, since you can't undo the last eight submittals, that time is just lost.

So far as the ODP goes, there's nothing else you can do. You've helped all you can by creating a site and making it easy for the editors to find it.

Now, so far as the ODP goes, it's up to other people. And so far as your site promotion programme goes, the ODP is out of the picture, and the rest of the web is up to you. (Not being an SEO type myself, I wouldn't begin to suggest how you should go about that part.)
