Unable to submit my site

I have tried to access dmoz directory multiple times in last few weeks, but I was not able to open the page. URL: http://dmoz.org/cgi-bin/add.cgi?where=Regional/Europe/Ireland/Business_and_Economy/Property/For_Sale_By_Owner does not seem to work.
