unable to submit website to DMOZ

Directions at DMOZ website instructing how to submit a website is non-responsive. Each click of a link takes you back to the beginning and never moves you past the instruction phase. Is their a p[roblem with the this site?

The instructions stress that it's important to first select an appropriate category. That's why the last sentence is

Proceed to the Open Directory home at dmoz.org - Start here to find a category to submit to.
