'Volunteer to edit this category'

All the possible categories for me to 'suggest URL' has "Volunteer to edit this category" at the bottom of the page. Is that an indication that waiting time will be long and indefinite for my site to get listed? It's all up to chance or the luck factor, isn't it?

If you want certainty about listing your site, there are many directories where you can easily pay for that assurance.
DMOZ is not one of them, because it is not a listing service.
