Also what time expectations should we expect for change requests?

a) listed editors (see below the category)
b) listed editors of all categories higher up in the path
c) lots of EditAlls / Meta-Editors.

So, generally speaking: Yes, there is.

The time for change requests varies - like any other submission - between some minutes and some years. They are handled like submissions, only with a mark that makes them stand out - so if an editor feels like it, he might give them higher priority.
