No one, it is not possible to suggest sites to dmoz since it is closed. The editor community are planning to open site suggestions to the new directory soon.

we do not know
we are working on the new system and will open when it will be possible
as we are still volunteers we are all working in our own spare time

As has already been discussed in this forum, DMOZ no longer exists.

NO chance. I also tried for enlisting my latest mobile news site and an online shopping site Bangladesh but can't. because DMOZ close their service.

Dmoz was never intended to be a listing service for webmasters/promoters.
