Web site and category

As far as I understood the website should be submitted only to one category even if it fist in more than one.
And you are invatied to chose the one the best fits the website also looking at the category of similar website.
Pratctically to help me to find the best category for the website of my Volunteering association I made a search loooking where other similar Italian NGO are listed.
I found that one of them is listed in 16 different entry in 15 different category is it normal?

If my organisation does different type of activity (like enviromental, refugees, arts, human rights) and on the website I make a section dedicated to each type, am I entitled to submit my website several times, each time pointing to one of these pages?
May be my question is very stupit but after reading the guidelines and trying to follow them I've got very confused by the result...

We ask you to choose 1 topical category. When the editor reviews a site, they can suggest it to other categories if they feel that the site has enough unique information. In the example you give, one or more editors thought that the site deserved several listings.

If your volunteering organisation has an address - a physical location - you may also submit it to the locality category in Regional.

Also, if the site has genuine (human-created) translations into multiple languages, the once (or twice) rule applies separately for each language -- that is, once (or twice) in World/Italiano, once (or twice) in World/Francais, etc.

Because of the enormous difference between websites in kind and language of content, no rule about "number of listings" would inevitably be arbitrary and harmful. Submitters may "suggest a site", after review, the editors decide what categories HAVE to have a link to it.
