As soon as the announcement at the top of the forum is updated to say that site suggestions work again, you go to the most relevant sub category of http://dmoz.org/World/Arabic and suggest your site there. An editor will review the site in due time. Thank you!

Yes. Please view the announcement -- until that is updated it will not be possible to suggest the site.
