Main point is Unique Content.
Design and structure are of no concern as long as they don't hinder us (and other people) looking at the content.
As we are people of flesh and blood SEO has no influence on the review proces (unless again it hinders us from looking at the content.

Guidelines can be found at
http://dmoz.org/add.html and http://dmoz.org/guidelines/
Simply said:
1) build a good website
2) find the single best category for the site
3) suggest the site providing a title and description conform the DMOZ guidelines
4) that's all, you now have to wait until a editor will review the suggestion (when this will happen we can not predict)
5) there are many more opportunties to get your site known or improved, my advice is to use them as good as you can

Could you please explain what you mean by the terms "static" and "Dynamic"?

Do you mean the URL? The hosting? or the contents?

Well, the URL has to stay the same, or we can't very well list it.

And we don't know who hosts a site, so that's not an issue.

And ... it's easy enough to see that the ODP lists forums and blogs, as well as template-based personal sites, so it wouldn't make sense to ask about the content either.

Are you asking if the ODP lists hardcoded IP addresses, like http://127.0.0.1/index.htm ?

I suspect the "static" versus "dynamic" question is about sites that are plain html versus those that are built with scripting languages like ColdFusion, PHP, and ASP. Further, I'll bet it was asked because some search engines used to have problems with dynamic websites.

Since humans review every single listing, so long as the site works makes no difference. In fact, the only attention we generally we spend on the links on the site itself is to see if there are affiliate link tags in there.
