what are these 2 fields ?

Hi every one,
I have a general question.
For example, I want to submit a site like : http://www.megrisoft.com (NOT THIS) to dmoz, in the following directory :
http://dmoz.org/Regional/North_Amer...Internet/Internet/Web_Design_and_Development/
For suggest URL, there are 2 fields that I am not familiar with them.
1. Title of site:
What's this ?
The real <title> html tag for that site ?
Or else ?
2. Site Description:
Which is the best to fill out this field with it ?
For a site like http://www.megrisoft.com (NOT THIS)?

(a) a site like that would be listed in the locality where the business is located, not at the state level (hence the reason why that state-level category is virtually empty)

(b) the title of the site would be the name of the business

(c) the description would be a brief, non-hyped description of the services offered followed by a description of what's on the site.
