What happens if a category has no editor?

Do sites still get reviewed? Mine has been in queue for a while, but there is no editor for the following category:

Regional: North America: United States: Arizona: Business and Economy: Computers and Internet: Internet: Web Design and Development

I'm not too worried about the timeframe, I'm sure somebody will eventually review it. I'm just worried that a site in a category with no editor it will never get reviewed.

I would volunteer to edit this category myself, but I think my opinion would be too biased to be a good editor.
