You suggest your website to an appropriate category.
Some time later, a volunteer editor evaluates it and either moves it to a better category, lists it or declines it.
You were probably hoping that somebody would write a long discourse on the detail of the above but there's no need. It's already available in our editor guidelines, this forum's FAQ and the dmoz blog.
