Please read the announcement at the top of the forum, as makrhod asked you to do. It's multilingual, you can just scan down it and read the Chinese parts.

When the system is back up you will be able to use the update request link. Posting a proposed title and description here will have no effect other than to annoy editors. That probably isn't what you want to do.
