At the moment you can't suggest it for review at all (see this announcement). Once the "suggest URL" functionality is back, you should try and make sure that you find the one most specific category, and that you supply a factual description without any attempt to hype or sell the site. The description will almost certainly be rewritten anyway, but if it is halfway decent to start with, it might shorten the time until review. But you should keep in mind that there is no time frame for reviews, and when you've suggested your site once there is nothing more you can do to speed up the review time. Sounds harsh I know, but it's better to know the reality.
