Which is the best way to promote your web site?

I have a new website . I just would like to ask you guys that which is the best way to promote your website? One of my colleagues shared with me about Google Ad words. But I heard it's very expensive and it seems it does not work. What do you guys use for promoting your web hosting service? How about Web host directory? Does it work for conversion rates as well as brand recognition?I would appreciate it very much if you could give any suggestion or comments .Thanks in advance.
