Who Turns Threads "Hot"?

I'm just feeling my way around DMOZ and the ODP forums here, and wonder what it means when the little "envelope" icon to the left of a thread in a forum thread-list turns "hot", and who changes it?

I did look around for an explanation, but couldn't find one, and apologize if I missed it.

It is done automatically by the forum software when a thread reaches a certain number of posts. It is a standard feature of the Vbulletin forums. Thanks for you inquiry and have a great day!

A hot thread = "more than 15 replies or 150 views".

Thanks for the elaboration--I was seeing some numeric differences in numbers of replies in hot-versus-not threads, and was starting to ascribe a tad more Machiavellianism than probably is merited to you (some is undoubtedly necessary, in the interests of a quiet life).
