Since about 3 years I have been trying to get my site listed in DMOZ.
I do not want to spam DMOZ so therefore I always wait about 4 to 5 months before trying again.

I try to be as specific as possible, use categories in which my colleagues are listed. Some even twice. But still after all this time I cant seam to get <url removed> listed in DMOZ
I understand that it might be so, that there isn’t an editor available. But for years?

If you have suggested the site every 5 months for three years, there is definitely no need to suggest it again. Even if one of the suggestions didn't make it through to the category, which is improbable but not completely impossible, you have insured against that by sending several suggestions. Hopefully you have not sent your suggestions to different categories, because that would almost ensure a longer review time (not because the site is punished but simply because it creates more extra work for the editors who have to deal with superfluous site suggestions).

Site suggestions do not disappear from the system until they are reviewed by an editor, and so there is no reason to suggest a site again. And it can take years for a suggestion to be reviewed, if nobody volunteers to edit the relevant category. It's all dependant on where people are interested in editing, and nobody is forced to work in categories they aren't interested in.

I'm afraid there is nothing more you can do with regard to your site and the ODP - the review will happen when it happens, and your best course of action may be to promote the site elsewhere.
