Why editors don't check application careful enough

Hello.
I applied to be an editor and one of the errors done by an ODP editor is that he didn't check if site actually exist all he replied that it doesn't work.
I checked the URL and it works for me then I asked my friend to check it out as well and it also worked for him so then I asked 2 more people and it worked for them as well.
So what seems to be the problem?

Perhaps it wasn't working when that editor looked at it (it happens). Or perhaps it only works in certain browsers. A meta editor reviewing a new editor application wouldn't just arbitrarily decide that a site wasn't working without going to look at it first.
