Why not Resubmit?

I have a new question to ask. As far as I understand, resubmitting is being encouraged--it takes the website to the starting point. At the same time it has been declared that there is no queue and every editor edits what he wants when he wants and how he wants. Now, logically I cannot see any difference whether I submit my site every month, every day or twice an hour if in the place of a queue exists a large pool of sites. One which an editor picks up the pool may have been submitted ten years, while the next one ten minutes ago. Am I correct in my conclusions?

Editors can sort the unreviewed pool of a category in any way they wish - by date suggested, by URL etc. Some choose to sort by date in which case re-suggesting a site can be disadvantageous. Others cherry pick - usually based on the suggested title and description. They have learned from experience that those with hyped KW stuffed essays for proposed descriptions are usually unlistable anyway. Finally, some categories attract so much rubbish that it's usually more efficient for editors to find websites for themselves rather than trawl through a hundred listing suggestions hoping to find a gem.

Bottom line is that our T&C, that every suggester agrees to every time, forbid re-suggestion. Ignoring them risks retribution.

Footnote. Some websites can be listed in a Topical category _and_ in a Regional category. Multilingual sites can be listed in each language's World/Topical and World/Regional category

It all depends on what "vastly improved" means.
If the site has a new domain name or if the content has changed making it no longer suitable for the category I'd say yes, re-suggest.
If there is more featured content or the site has been renamed, I wouldn't bother. The original suggestion you made will be sufficient.

Hello, I submitted my site to Shopping/Home and Garden/Bathroom. I sell bathroom vanities,optional faucets, and optional side cabinets..Should I consider resubmitting to Home Improvement/Bathrooms?

It won't be necessary as an editor will move the site to the corresponding category when they review it. If the site sells online, Shopping/... was the correct choice in any case.

There seems to be a lot of unhelpful stuff out there - here's an article (dated 2007) in which the author recommends resubmission after three weeks:
You're quite right. That article is unhelpful, being contrary to our T&C.
