Will a site be accepted if no there are no editors of a particular category?

Hi there,

I would like to submit my site to the DMOZ directory. I have noticed that every category that fits my business and website has no editor and instead has the link to "apply now".

I would like to submit my site to my local city where my business is based and im just wondering if i go ahead and submit my site will it be in queue until someone is accepted to become an editor of that catagory or will it still be reviewed after some time?
