Will I be notified when my site submission is

either accepted or rejected? The reason I ask is because I submitted my site about 4 years ago to the ODP and I never heard anything after that. I again submitted it about 2 years ago, without a reply. I'm not sure if there is a problem with my site or my submission.

Is it common practice to receive notification either way?

No, it is not common practice for an editor to leave feedback regarding a submission.
