I have submited URL http://www.the-english.org/uk_law.htm to http://dmoz.org/World/Chinese_Simplified/社会/法律/.

Afterwards, I have been given to understand that I should submit the root domain to ODP. I should like to know if I can simply submit http://www.the-english.org/ for your consideration and if so, would there be any penalty.

I've shortened the submitted URL to the root and moved your submission one level up to the equivalent of Society/ since it's not only about law. I couldn't change the suggested title and description since I can't understand Chinese, but I left a pointer to this thread, so the editor who will review the submission will be able to understand what happened and why. You don't need to do anything at this point.

Thank you so much for your prompt and detailed response.

As you have pointed out, the site is related not only to English common law, but also English culture. I found it rather difficult to find THE right category. I am very much obliged for your help.

(btw: ODP is a great concept. IMO it would be the right strategy to be more selective ...)
