No category is a lost cause. We simply cannot say when one specific category will be updated - even if there is an editor listed, he or she may be hard at work elsewhere in the directory, or simply not have time to edit at the moment. Your site is waiting for review in http://dmoz.org/Computers/Consultants/Regional/North_America/United_States/New_York/ .
Thank you for the heads-up about the dead sites! Our dead-link checker can't catch the ones that simply say "No content" and we do appreciate the help in catching them. (Note, however, that there is a specific thread for reporting these links.)
About the Regional category, please re-read uzs980's posting: "In the end, your site might get listed in both categories." If you submit to that category it will not in any way affect the submission to the Computers category and vice versa. They will be reviewed independently of each other. Please do not submit to any other Regional category; sites are NOT listed by service area but where their office is located, so the category uzs980 suggests is the most appropriate one for your site.

Can you please tell us what the reason is behind your request?
Normally, in the same way that no-one can demand that we list a site, no-one can demand that we don't. There are certain special circumstances where something like this might be considered, but we would need to know the reasons first.
