Would like information on the site www.rarehost.com that has been submitted several times over the past two years. The last time was in this category:

I submitted a few times (never less than 3-4 months apart) before I ever learned of this forum.

You probably didn't submit there, but to the more appropriate category of Computers: Internet: Web Design and Development: Hosting: R. A submission to that category was rejected on May 15th, because the editor found the site under construction. You may resubmit to that category.
