i just noticed DMOZ has a special section for Blogs ..while i am waiting for the main domain http://www.splashhall.org/ to be listed in Arts/Online_Writing ..can i also submit my blog http://www.splashhall.org/thunder_blog.html to the appropriate weblog category as a separate submission ..without being penalized?

No, you should submit to the single best category. The only recurring exception is for some business whom we allow both topical and regional listings.

If an editor should decide that you site is eligible for a second listing, the editor will set that into action. Multiple submissions from site owners are seriously frowned upon.

Typically, a personal site won't be broken down by types of content, unless it has exceptional content in multiple genres -- a judgment that you are not expected to be able to make objectively about your own site.

A "blog" is just one kind of online writing: so logically, the site should go in Online Writing, with the blog mentioned in the description.
