"You have insufficient privileges to reply here."

I can create new threads but whenever I look at an existing thread I'm given no option to reply. Instead there's a message reading "(You have insufficient privileges to reply here.)"

How do I gain sufficient privileges to reply?

I think it's something to do with reinstatement of inactive accounts ping the admin to reset your account status.
