Is it permissable to list in that general area as well or should we depend on the metatags to sort the issue out? Regards

If you think that is the best category for it, resubmit it there! You may also submit to http://dmoz.org/Regional/Europe/Sweden/Uppsala_County/Localities/Uppsala/Business_and_Economy/ , since you undeniably have a local presence. That submission won't influence your submission to Computers/Software/Accounting/Small_Business in any way; you may end up being listed in both places.
