The vast majority of all edits are done by "senior" editors who aren't listed in the category at all, but have editing privileges in in the parent category (or more likely, some remote ancestral category.) We don't know where any one of them wants to go on any day; towards each of them, the acceptable attitude is: "do good where you will, and grace to you!" We get more productivity out of them that way. Which is what you need most when you're overworked. As probably should have been mentioned, the length of time since a site was LAST submitted, simply isn't an indication of the site's importance.
