If a business has a storefront and also an international mail-order service, then its website would obviously qualify. Other websites don't -- such as inherently local services like piano tuners or real estate agents. So in general, a "Regional" listing cannot preclude a "Shopping" listing, but some kinds of regional listings are basically never replicated in Shopping. The Shopping editor will probably just look at the site to see if it's appropriate for Shopping -- list if so, reject if not. (We gots lots worse spammers than you to track down, though, so whatever we decide, your goods and chattels are safe from violent reprisals.)
